The HP you get from using the boost comes just from regular leveling up, so that's not part of the boost but more part of being lvl 80. So your total HP should be totally unaffected if you use it on a lvl 80 character.
For example lets say I'm playing as an engineer and I use me hero points on two base game skill lines and specialisations and the rest in to the scrapper elite specialisations all the way to 80, will using the boost unlock the base game skill lines and specialisations that I did not rank up or will the boost just give me the level 80 gear
You can't do any of the expansions until you reach level 80. So, you can buy the expansions and use the free booster to boost straight to level 80 and start playing without knowing wtf you are doing, or, you can take it easy, do the f2p maps and events, learn a character class while you level up to 80. Once you are at 80, if you still like the

Technically every class can get a build or two that can benefit greatly from celestial gear, so just pick whatever you find cool. However, most people will say Guardian, but I think that's not the best option. I'd like to share some Revenant propaganda. With celestial gear you're getting gateway to almost every possible spec in the game as a Revenant.
Boosting a character to 80 and obtaining a mount will forever damn you prevent you from experiencing a large Tyria. Mounts are useful for getting from place to place, but most importantly, they're used by veteran players to skip content. As another user commented in the thread, Tyria feels small when you're on a mount.
You can use it as a infinite trial on infinite characters before you actually consume it permanently and boost your character to lvl 80. Meaning you are free to make a new lvl 1 character, double click the booster, temporary boost the character to lvl 80 with all skills and traits unlocked and play whatever and however you wish in a lvl 80 zone
